Submitting Organisation: Wandsworth Council & Inner Circle Consulting

Executive summary from entrant:

The Alton Renewal Plan is a new undertaking that aims to tackle the challenges of the Alton Estate and finally deliver on decades of unmet promises. The plan, which achieved unanimous support from Wandsworth Council’s Housing Committee in July 2024, champions an innovative way of working in estate renewal. Through a relentless focus on place and improving outcomes for local people, the council has spearheaded a new approach to ensure the transformation of their estate listens and responds holistically to the priorities of local residents and draws together the knowledge, expertise and resources of teams across the council and through local partnership organisations. This process has also pioneered a new way of cross-team collaborative working that has become a model for the entire Council. Indeed, development of the Alton Renewal Plan as a multi-team, one-Council approach has shown the entirety of Wandsworth Council that greater collaboration and fewer silos can unlock great outcomes. As the previous housing-led masterplan had grown out of date, the Council recognised the desire to raise the ambitions for the renewal of the estate and set out a more inclusive, sustainable, and responsive plan for the Alton. The council commissioned a review of resident priorities and the collation of an ambitious suite of community-grounded initiatives to tackle everything from bin collection and rubbish clearing, to safer highways and bus access, to improving crowded and leaky homes. Supported by trusted advisor and partner Inner Circle Consulting, the Alton Renewal Plan brings together 42 unique and transformative initiatives, along with a £5m investment from the council, to provide immediate and sustained impact to residents alongside targeted housing and estate renewal.
