Blackhorse Lane Strategic Industrial Location Masterplan Framework and Creative Enterprise Zone

The Blackhorse Lane industrial area is a key strategic site identified as having the potential to promote economic growth. However, challenges include multiple landowners, complex London Plan requirements, and the need to preserve industrial floorspace and protect existing businesses. Waltham Forest Council’s masterplan was developed in partnership with a key landowner and the GLA and offers a social, economic, and environmental vision for the area. The judges praised an “innovative” document that “will safeguard employment land within an area where there is significant pressure for residential”.
