Advising Network Rail on the Leeds to Micklefield section of the TransPennine Upgrade. The multi-billion-pound project electrifying and upgrading the route, aims at delivering faster, more frequent, and greener rail services between York, Leeds, and Manchester, required navigating and running in parallel series of consenting processes, comprising a Transport and Works Act Order (TWAO), deemed planning permission, four listed building consents and S19 Certificates for public open space acquisition. We supported the project team in preparing the TWAO application, negotiating with objectors and the ensuing three-week public inquiry. The Secretary of State for Transport approved the TWAO in October 2024.
