Executive summary from entrant: 

The Hemel Garden Communities team (HGC), alongside David Lock Associates has undertaken the task of transforming the existing new town of Hemel Hempstead, while creating a flexible framework for delivery of 11,000 new homes and 10,000 new jobs by 2050, northwards and eastwards of the town. The vision for HGC will carry forward Jellico’s ‘Town in a park’ ethos while providing the infrastructure and stewardship needed for a thriving 21st century new town. The programme is ambitious, and delivery at this scale is only possible with the HGC team working closely with our partners, key stakeholders, and landowners / developers .
