Scotland's fourth National Planning Framework aims to drive the country towards net zero and gives significant weight to the global climate and nature crises in all planning decisions. The framework offers support for renewable energy technologies, greener places, local living, and regeneration of town centres, while seeking to restrict activities linked to climate change, such as fossil fuel extraction and development in flood risk areas. The judges said the framework “really enhances the role of placemaking in responding to climate change and sends a clear message about responding to climate being a key planning consideration”.
