Whitehill & Bordon Project Structuring Plan - Collaborative Masterplanning Process

Entrant's Summary: The regeneration planning consent of Bordon Garrison (now ‘Prince Philip Park’) required agreement of a ‘Structuring Plan’ to fill the ‘void’ between approved parameters plans and future detailed site masterplans. The Structuring Plan was to provide planning certainty for future reserved matters applications across the circa 200 ha site as a ‘regulating’ plan. It gives comfort to the local planning authority to further refine the location/use/amount of development, scale/ density, movement/transport, character/structure, green/blue infrastructure, and heritage matters. Urban Place Lab worked with Avison Young, East Hampshire District Council and Hampshire County Council to agree a Structuring Plan including a review mechanism.
